Tarrant County Appraisal Review Board (ARB)

The Tarrant Appraisal District (TAD) and other Texas appraisal districts wield both an inordinate amount of power and responsibility. Counties rely on their appraisal districts for the majority of funding, but CADs can assess and collect taxes as they see fit. The appraisal review board (ARB) is intended to be an independent body that handles disputes between property owners and CADs. The board presides over formal appeals, the second most used type of property tax protest.

Tarrant County ARB Members

For being such an important group, the ARB is tiny, especially in comparison to Tarrant County’s needs. In 2023, the ARB had the lowest members in a decade at only 37. This was down from 52 in 2022. 2024 saw a slight increase with 45 members. In the past decade, there have never been more than 85 members active at once, and 85 have not been seen since 2021. Two new members joined in 2024, along with 43 returning members.

How Many Days did the ARB Hold Hearings?

The Tarrant County ARB held 56 days of hearings in 2024, the least in over a decade. The ARB is intended to meet until they have completely cleared their caseload, so more appeals mean more days working. The miniscule size of the board in 2024 did not seem to slow them down, as they held 33 less days of meetings than they did in 2023. Each board has three members, so there were two more boards in 2024 compared to 2023.

Compensation

The ARB was paid $554,293 in total compensation in 2023. This total put them as No.6 in pay for Texas, right behind Fort Bend County. With such a small board, each member received quite a bit for each day worked. $240 for the highest paid, $205 for the median, and $185 for the lowest. While daily pay was behind the Texas average, the higher days worked raised the total compensation. 2024 saw identical per diems to 2023, with both being the highest pay ever seen in the county.
